The Ontario Energy Board (OEB) prepared a proposed amendment to the DSC to enable electricity flexible hosting capacity arrangements when distributed energy resources (DERs) in aggregate could exceed feeder and/or substation capacity. The PWU agrees in principle with the intent to optimize the capacity available on the distribution system. However, the PWU recommends conducting a benefits-cost assessment before making the DSC amendments.
